All Means All has made a submission to the Australian Institute for Teaching and School Leadership (AITSL) Review of the Australian Professional Standards for Teachers, calling for inclusive education to be embedded as a core dimension of quality teaching across the Standards.
The submission notes that teachers should be equipped throughout their careers with the knowledge, skills and attitudes needed to teach the full diversity of learners, including students with disability, within inclusive learning environments. It supports implementation of Recommendation 7.8 of the Disability Royal Commission, including embedding a human rights-based approach to inclusive education across teachers’ careers and developing an inclusive education capability framework.
All Means All recommends that the revised Standards recognise disability as part of ordinary learner diversity and reflect inclusive education across relevant areas of professional knowledge and practice, rather than treating it as a discrete or specialist area. The submission also highlights the importance of identifying and removing barriers to learning and participation, universal design for learning and reasonable adjustments, accessible communication, and the voice and agency of students with disability.
Importantly, the submission recognises that strengthening teacher capability must be accompanied by the broader systemic conditions, resources and supports teachers need to deliver inclusive education effectively..
